Blistered meds are identified by brand labels. If it is legal in this country and in an amount conceivably prescribed for 90 days it is reinserted and delivered.
I have had it happen to me three times. The only time they open loose pills they are seized. They are looking for illegal drugs and fakes. They deliver the blistered meds because they can confirm the contents. Customs considers. It the states responsibility to verify prescriptions. The three I had opened and delivered contained 250 1mg Xanax
