Yes, you do need 50 posts to PM, although I believe there is a setting to give someone temporary PM privileges, although I can't speak on that for sure because I'm not familiar with the admin controls of this board.

I have never come across a legit vendor that sells pharmaceutical grade bars at $1.50 domestically.  And there $15 product no way is it that cheap.  I may be wrong, but I still believe this is a scam sight.  I do my homework before posting.  Here's one example http://www.sitejabber.com/reviews/www.my...ngtabs.com

The site that is being discussed here is 100% pure scam. To everyone who is reading this please do not use this site you will be ripped off.
I speak from experience and I really don't want to hear of anyone else being conned by this site.

The post above me is reporting that they received from this outfit, but you have personal experience as this place out right scammed you.  From all my research (checking other forums, sitejabber, etc) I have only seen Cult49 say they received.  I stick to my guns that this place is a scam site, maybe selective scamming (although I've only seen one reported delivery), but I'd stay personally.  The prices for one HTF product is way too cheap.

I'm not implying your lying about this, but with your low post count and all the information I personally have seen is that this place is a straight up scam site.  If you email admin of steel pictures of your order it would go a long way to validate your claim.  We are a family here and try to protect each other so please don't take this as an attack against you.  If you did receive good for you!
