Buying BTC with cash isn't really ideal for an investment opportunity. Localbitcoins fees are ridiculously high. I would just open another bank account.
If you pay with cash, it not that high. Anyway, since bitcoins is going up and down, is just a question of buy it when is down , under 7000 , then you always win.
