Why Mail (Letters) Does Not Come

Ohhh man. This is just insane! I can’t believe some low life would steal so many peoples mail! I want to know how he got away with it for 8 years! I would assume it wouldn’t be too easy. Wonder if they mailed all letters back to the rightful owners...they’re probably kept as evidence would be my guess though.
