I feel your pain cmdline; for some this is vital. I’ve never been in your situation, but by “Express” do you mean the EMS service? If so, there’s a 3-5day money back guarantee if you haven’t received your package by the time it reaches ISC. Sadly, if it’s stuck at isc for over 3weeks then it’s either been discarded or stolen
Nonetheless I think you should wait another week. Screw ups do happen. You could consider calling them to ask for a refund... but use your best judgement, given the contents of your package.
