2015 statute says they can't seize assets until after you're convicted of the crime and with any forfeiture ordered by a court following procedures with safeguards spelled out by the statute:

But city of Albuquerque, and others, say that law doesn't stop them from seizing cars being driven by repeat DWI offenders, etc.

How do they test for non-alcoholic substances in NM? In NJ the just check for a Urine presence but Pennsylvania requires a blood test with a lab result indicating a blood concentration, NY uses cops who are trained as drug recognition experts, my policy is to never to drive if you are in any way under the influence of anything at law.
