DDS and DDS24 were the sister sites of a large operator that appeared to have a change of ownership in January 2015, at which point they had price hikes and policy changes.
Since then, they have been taken over in popularity by the other top-rated sites listed here.
They faced a large spike in LLs which i suspect was due to pressure from the Modi administration crackdowns, and spiralled in cost/reliability from there.
