This has been going on in WI for years. I think context is needed for every case.
Did someone OD and the person who gave it to him flee the scene instead of dialing 911?
Did someone buy drugs and OD at home alone and the police caught the dealer though the phone of the deceased?
Was it tainted? Was there a minor involved?
It's hard to say what is right here. I'd want someone to hang if I were the parent too.
I think the ability to charge manslaughter can be very good or very bad depending on the situation. Of course the goal should be rehabilitation but sometimes people deserve having the book thrown at them.
