I get the same warning about fishing as IceWizard. That is from Cloudflare who are an interesting company. They provide protection for websites. Someone can have a website running on a server and have Cloudflare sit in between them and the rest of the internet - they have the muscle to handle a DDoS attack. Anyway, access to the website goes through Cloudflare and if someone were trying to take down the website with a DDoS (essentially overloading it with web traffic so it becomes unusable) then this company would save them. I think in this case Cloudflare are being used to try and hide where the website is actually located.
At the same time, Cloudflare try to protect users from scams. They have been controversial for shielding some websites with politically extreme views, but when they think something is fraud or a scam, they do seem to try and flag it (like this).
This is the "whois" record, where you can see the domain is really new and the contact details are really sparse (seems they don't want people to know where they are.

I cannot trace the website further... Cloudflare are connected to a huge peering centre (internet connection hub) in London which covers lots of Western Europe. If I access the website from a different location then it would flow a different route... so from the USA the connection point is atlas.cogentco.com who are a huge internet provider - if I understand things right they have 2700+ peering connections into other data centres and local ISPs around the world. The upshot of that is depending where you are you'll see different stats about this. They are pretty hard to track down but my money is on the "Big I" despite pricing etc that makes it look American.
Personally I'd leave this IOP well alone! The owner claims to have a PhD, which might be true, but they could be a PhD in modern art for all we know. I won't deny they have a few interesting things, but for the more general items they are expensive.
If anyone finds differently I'd be interested to know.
