The move is intended to strengthen Ukraine's ability to respond to ongoing attacks from Russia. In reaction, Russian President Vladimir Putin revised Russia’s nuclear policy to lower the threshold for using nuclear weapons. The new policy allows for potential nuclear responses to non-nuclear attacks on Russia if they involve support from nuclear-armed countries. Putin described this shift as necessary to address increasing Western involvement in the conflict. While U.S. officials emphasize the goal of supporting Ukraine, Russian leaders have criticized the decision, warning it could intensify the conflict. Many Western nations have also expressed concern about the change in Russia's nuclear threshold, viewing it as an effort to pressure Ukraine and its allies.
